The three year Low Carbon Buildings Programme came into effect on 1 April 2006, replacing the Clear Skies and PV Demonstration Programme. The grants are available to home owners, community groups and small to medium enterprises through Stream one of the programme, and to larger projects, such as businesses, community organisations and the public sector through Stream two.

The Low Carbon Buildings Programme aims to provide grants for all micropower technologies and to encourage applicants to consider energy efficiency alongside micropower technologies as a way to reduce carbon from buildings.
